witnessed the incidents.
In 2012, the NHRCK recommended the improvements of related policies and
institutions to build a human rights friendly military culture, and of the human rights
situations for maladjusted soldiers in 2013.
Although the Government is strengthening human rights education for soldiers, it is
mostly centered on rank-and-file soldiers, officers, human rights instructors, and
human rights workers. Human rights education in educational centers that foster low
ranking officers is still weak.
