basis to establish and develop more appropriate upcoming policies. Given that,
it is desirable that the National Report should state both positive progress that
has been made and problems or limitations on the implementation of the
Convention without any reservation as well as data and related budget to grasp
the specific status.
□ Direction of written opinion by the Commission
ㅇ In order to prepare its written opinion, the Commission reviewed the National
Report with a focus on the following aspects, considering that the Committee
deliberates the National Report for the purpose of suggesting concluding opinions
and recommendations to help State Parties make improvements for the
implementation of the Convention through constructive dialogues between the
Committee and State Parties.
ㅇ First, whether the National Report provides a thorough explanation of the
implementation status of obligations under the Convention and their implications.
Second, whether the Report states problems and limitations associated with the
implementation of obligations and suggests plans to implement the obligations
going forward. Third, whether the Report provides sufficient information with
regard to matters which, according to the Guidelines, should be reported in the
Report corresponding to respective articles and clauses of the Convention.
ㅇ Also, with regard to the implementation of the obligation to promote and protect
the human rights of persons with disabilities, recommendations that the
Committee may present to the government of the Republic of Korea were
suggested based on the policy recommendation, rectification of recommendation
and opinion of the Commission so that problems caused due to insufficient laws
and systems and conflicts between laws can be corrected in the future.
