42 43 It is important that the implementation and progress of the Strategic Plan is monitored closely by the Commission. Since the Strategic Plan serves as long term workplan document, a mechanism for operation, monitoring and evaluation should be developed by the Commission. For effective implementation of the Strategic Plan, it must be translated into programmes and activities through the Annual Workplan which would spell out details such as division responsibilities, timeline, budget etc. There shall be two level monitoring and evaluation of the implementation of the Strategic Plan: Level 1: Annual Monitoring & Evaluation – this is an internal review process. A monitoring committee should be formed consisting of Secretary and senior officers to monitor the implementation and evaluate its effectiveness. The annual monitoring and evaluation shall be carried out throughout the period of the Strategic Plan. Level 2: Mid-term Evaluation – this is a combination of internal and external evaluation of the implementation of Strategic Plan. The in-depth review of the Strategic Plan can take place between two and half years to three year after its launching in 2021. Below is the administrative guidelines for the reference of the Divisions and Commission in implementing, monitoring and evaluating the Strategic Plan. Annual activities shall be consistent with the Strategic Plan Most of the resources should be dedicated for the implementation of the priorities of the Strategic Plan. Some flexibility should be allowed to address the new or arising human rights issues in the country during the year. This is to ensure that the Commission could carry out the implementation of the Strategic Plan and have the resources to address the current and on-going activities as well. Comprehensive Review (Annual Workplan Session of the following year) iv. Are there any implications for resources? If so, what trade-offs do we need to make? v. How well have we delivered on our gender mainstreaming goals?
