Arrangements for the custody and treatment of persons deprived of liberty
Strengthen efforts to bring the conditions of detention in all places of deprivation
of liberty in line with relevant international norms and standards, including the
United Nations Rules for the Treatment of Women Prisoners and Non-Custodial
Measures for Women Offenders, in particular by:
(a) Continuing to reduce overcrowding, particularly through the wider
application of non-custodial measures as an alternative to imprisonment,
in the light of the United Nations Standard Minimum Rules for NonCustodial Measures;
(b) Ensuring that adequate mental health care is provided for all persons
deprived of their liberty;
(c) Amending the Corrections Amendment Act 2013 to the extent required to
remove inconsistencies with the relevant provision of the Convention.
Ensure that privately run places of detention full comply with those laws,
standards and obligations
