Article 7
States Parties shall take all appropriate measures to
eliminate discrimination against women in the political
and public life of the country and, in particular, shall
ensure to women, on equal terms with men, the right:
(a)To vote in all elections and public referenda and to
be eligible for election to all publicly elected bodies;
(b) To participate in the formulation of government
policy and the implementation thereof and to hold
public office and perform all public functions at all
levels of government;
(c) To participate in non-governmental organizations
and associations concerned with the public and
political life of the country.

Article 19
Protection of certain rights regarding freedom of
speech, etc.—(1) All citizens shall have the right— (a)
to freedom of speech and expression; (b) to assemble
peaceably and without arms; (c) to form associations
or unions [or co-operative societies]; (d) to move
freely throughout the territory of India; (e) to reside
and settle in any part of the territory of India; [and] * *
* * * (g) to practise any profession, or to carry on any
occupation, trade or business.
[(2) Nothing in sub-clause (a) of clause (1) shall affect
the operation of any existing law, or prevent the State
from making any law, in so far as such law imposes
reasonable restrictions on the exercise of the right
conferred by the said sub-clause in the interests of
[the sovereignty and integrity of India,] the security of
the State, friendly relations with foreign States, public
order, decency or morality, or in relation to contempt
of court, defamation or incitement to an offence.]
(3) Nothing in sub-clause (b) of the said clause shall
affect the operation of any existing law in so far as
it imposes, or prevent the State from making any
law imposing, in the interests of [the sovereignty
and integrity of India or] public order, reasonable
restrictions on the exercise of the right conferred by

the said sub-clause.
(4) Nothing in sub-clause (c) of the said clause shall
affect the operation of any existing law in so far as
it imposes, or prevent the State from making any
law imposing, in the interests of the sovereignty
and integrity of India or public order or morality,
reasonable restrictions on the exercise of the right
conferred by the said sub-clause.
(5) Nothing in [sub-clauses (d) and (e)] of the said
clause shall affect the operation of any existing law in
so far as it imposes, or prevent the State from making
any law imposing, reasonable restrictions on the
exercise of any of the rights conferred by the said subclauses either in the interests of the general public or
for the protection of the interests of any Scheduled
Tribe.
(6) Nothing in sub-clause (g) of the said clause shall
affect the operation of any existing law in so far as
it imposes, or prevent the State from making any
law imposing, in the interests of the general public,
reasonable restrictions on the exercise of the right
conferred by the said sub-clause, and, in particular,
[nothing in the said sub-clause shall affect the
operation of any existing law in so far as it relates to, or
prevent the State from making any law relating to,—
(i) the professional or technical qualifications
necessary for practising any profession or carrying on
any occupation, trade or business, or
(ii) the carrying on by the State, or by a corporation
owned or controlled by the State, of any trade,
business, industry or service, whether to the exclusion,
complete or partial, of citizens or otherwise].

Panchayat is an institution of self-government
constituted under A.243D for rural areas.
Article 40:
Organisation of village panchayats.—The State shall
take steps to organise village panchayats and endow
them with such powers and authority as may be
necessary to enable them to function as units of self4
government.
Article 243D: Reservation of seats(1) Seats shall be reserved for—
(a) the Scheduled Castes; and
(b) the Scheduled Tribes,
in every Panchayat and the number of seats so
reserved shall bear, as nearly as may be, the same
proportion to the total number of seats to be filled
by direct election in that Panchayat as the population
of the Scheduled Castes in that Panchayat area or of
the Scheduled Tribes in that Panchayat area bears to
the total population of that area and such seats may
be allotted by rotation to different constituencies in a
Panchayat.
(2) Not less than one-third of the total number of seats
reserved under clause (1) shall be reserved for women
belonging to the Scheduled Castes or, as the case may
be, the Scheduled Tribes.
(3) Not less than one-third (including the number of
seats reserved for women belonging to the Scheduled
Castes and the Scheduled Tribes) of the total number
of seats to be filled by direct election in every
Panchayat shall be reserved for women and such seats
may be allotted by rotation to different constituencies
in a Panchayat.
(4) The offices of the Chairpersons in the Panchayats
at the village or any other level shall be reserved for
the Scheduled Castes, the Scheduled Tribes and
women in such manner as the Legislature of a State
may, by law, provide:
Provided that the number of offices of Chairpersons
reserved for the Scheduled Castes and the Scheduled
Tribes in the Panchayats at each level in any State shall
bear, as nearly as may be, the same proportion to the
total number of such offices in the Panchayats at each
level as the population of the Scheduled Castes in the
State or of the Scheduled Tribes in the State bears to
the total population of the State:
Provided further that not less than one-third of the
