the need to consider signing the UNESCO Convention Against Discrimination in
Education;
•
the need to adopt measures to minimise parents’ burden of educational costs;
•
the need to adopt measures to ensure access to education in rural and remote areas;
•
the need to incorporate human rights education in the curriculum; and
•
the need to adopt measures to eliminate corporal punishment in schools and to encourage
non-violent forms of discipline.
Sri Lanka
The ACJ recommends that the Human Rights Commission of Sri Lanka (HRCSL) urge its
government to address the following issues:
•
the need to adopt measures to address regional imbalances in school facilities and to
improve the quality and availability of teachers and support staff;
•
the need to adopt measures to ensure that internally displaced persons have access to
education opportunities;
•
the need to adopt measures to eliminate the use of corporal punishment in schools and
other educational institutions and to encourage the use of alternative non-violent forms of
discipline.
•
the need to adopt measures to incorporate human rights education into the national
curriculum;
•
the need to adopt measures to minimise child labour and to provide educational
opportunities for working children, including young mothers;
•
consider increasing the minimum age of criminal responsibility to an internationally
acceptable level; and
•
the need to adopt measures to improve access to special education schools and
programmes, particularly for students with disabilities.
Thailand
The ACJ recommends that the National Human Rights Commission of Thailand (NHRCT)
urge its government to address the following issues:
