Philippines The ACJ recommends that the Commission on Human Rights of the Philippines (CHRP) urge its government to address the following issues: • the necessity to allocate additional budget resources to the education sector and to minimise the imposition of fees and additional costs on parents; • the need to adopt measures to improve the participation of boys and men at all levels of the education system; • the need to adopt measures to improve physical access to schools and other educational institutions, particularly in rural and remote communities; and • the need to adopt measures to minimise child labour and to provide educational opportunities for working children. Qatar The ACJ recommends that the National Human Rights Committee of Qatar (NHRCQ) urge its government to address the following issues: • consider signing the ICESCR, CEDAW and the UNESCO Convention Against Discrimination in Education; • the need to adopt measures to improve the availability of information on education expenditure; • the need to adopt measures to eliminate the use of corporal punishment in schools and other educational institutions and to encourage the use of alternative non-violent forms of discipline; and • the need to adopt measures to reform the education curriculum and teaching methodology, taking into account the development of and respect for human rights, tolerance and equality of the sexes and religious and ethnic minorities.
