• the need to continue efforts to improve access to education facilities for students with disabilities; • the need to ensure universal access to secondary education, with an emphasis on the enrolment of girls and minimising economic barriers such as fees and other education costs; • the need to continue efforts to provide access to non-formal education programmes for people outside of the formal education system; and • the need to introduce measures to ensure equal access to education for women and to amend the Child Marriage Restraint Act 1929 to prevent the practice of child marriage. Indonesia The ACJ recommends that the Indonesian National Commission on Human Rights (Komnas HAM) urge its government to address the following issues: • the necessity to allocate additional budget resources to the education sector and to minimise the imposition of fees and additional costs on parents; • the need to address the high pupil-teacher ratio and the need to strengthen measures to improve the qualifications of teachers; • the need to adopt measures to address the low level of participation of girls and women in the education system and to address their high levels of illiteracy, particularly in rural areas; • the need to adopt measures to eliminate the use of corporal punishment in schools and to address high levels of violence and bullying; • the need to adopt measures to minimise child labour and to ensure that working children have access to alternative primary and secondary education opportunities; • the need to review the Marriage Act (1974) and to adopt measures to ensure education opportunities are provide for married children and pregnant teenagers; and • the need to increase the availability of special education services for children with disabilities and also children in marginalised circumstances including homeless children and refugee and internally displaced children.
