M etro M anila Development Authority (M M DA)
The MMDA is the principal agency responsible for infrastructure development projects
within the NCR and also undertakes evictions and resettlement on a regular basis.
(g)
Presidential Com m ission on the Urban Poor (PCUP)
The PCUP is empowered to coordinate and monitor the implementation of
government programmes that affect the urban poor. It also promotes the participation
of the urban poor in governance processes that affect them on a daily basis. Prior to
2008 the PCUP was also responsible for issues certificates of compliance before an
eviction could take place. However, this function has since been devolved to LGUs.

Com m ission on Hum an Rights (CHR)
The CHR is a constitutional commission whose mandate includes the review and
monitoring of forced evictions and resettlement. It has the power to hear individual
complaints alleging human rights abuses in the context of evictions and resettlement.
However, it does not have the power to issue binding decisions or judgments against
government or private entities.

Housing Finance Institutions
(a)
Social Housing Finance Corporation (SHFC)
SHFC is a government financing institution that is a subsidiary of the National Home
Mortgage Finance Corporation (NHMFC) mandated to manage the Community
Mortgage Programme (CMP). By virtue of Executive Order No. 272, SHFC was likewise
directed to be one of the lead agencies to adopt social housing programmes that will
accommodate Informal Settler Families (ISFs) living along the major waterways in
Metro Manila under the Peoples’ Proposal Scheme. Two particular housing
programmes under SHF’s supervision are: the Community Mortgage Programme
(CMP) and the Abot-Kaya Pabahay Fund (AKPF) Programme.
(b)
Hom e Developm ent M utual Fund (HDM F)
The HDMF – known popularly as the Pag-IBIG Fund – was established in 1978 to
provide a national savings programme and affordable shelter financing for the
Philippine workers. The Fund offers its members short-term loans and access to
housing programmes. Membership is mandatory for all employees covered by
government and private social security schemes, as well as some other government
employees and those employed by foreign-based employers.
