against the effects of eviction, a lack or delay in the provision of services in resettlement sites and poor support for alternative tenure and financing arrangements for the urban poor.43 The OHCHR also prepared a compilation44 of engagements with other UN nations human rights mechanisms, such as special procedures of the Human Rights Council, in which a number of official communications between the UN Special Rapporteur on Adequate Housing and the Government were noted. The communications dealt with situations of large-scale evictions in connection with government development projects, responses to which were either unsatisfactory to the Rapporteur or merely identified that the eviction had been carried out according to law. 45 No specific concerns in relation to housing or evictions were raised in the final report46 of the working group on the first cycle of UPR. However, the Government was encouraged to ‘step up efforts to continue to meet the basic needs of the poor and other vulnerable groups’. 47 During the sessions of the working group the Government made the voluntary commitment to find additional measures to meet these needs.48 (b) 2012 Proceedings The most recent cycle of UPR contained even less consideration of housing and evictions as a component of the right to an adequate standard of living. In its 2012 state report,49 the Government’s only discussion of housing or evictions was that policy and programmes in relation to the provision of adequate housing by government would be in accordance with the human rights-based approach.50 In its submission51 to the UPR, the Commission on Human Rights noted that it had developed guidelines on the conduct of evictions in accordance with international human rights standards.52 Little specific mention of housing-related concerns was made in documents from the OHCHR or the final report53 of the working group. However, some members of the working group reiterated the general recommendations of 2008 for the Philippines to ‘maintain the efforts to meet the basic needs of the poor and other vulnerable groups with the view to achieving an adequate standard of living for all’.54 43 Ibid, pp. 9-16.
