Activities Undertaken
During the course of this review, the Institute for Popular Democracy and the
Commission on Human Rights undertook the following activities:
(a)
Prelim inary Review
i.
Collection and analysis of all publicly available legislation, regulation and
other domestic legal instruments relevant to housing, evictions and
resettlement;
ii.
Collection and analysis of all publicly available government policy
documents;
iii. Collection and analysis of relevant international legal instruments,
proceedings of treaty-monitoring bodies and submissions made by all
stakeholders to such proceedings, where relevant to the enjoyment and
enforcement of housing-related human rights;
iv. Collection and analysis of reports and other research documents prepared
by government agencies, NGOs and international organisations.
(b)
Secondary Review
To establish evidence of government practice and obtain first-hand stakeholder
perspective on the application of the legal framework, the following fact-finding
activities were also undertaken:
i.
Ten site visits to communities affected by government housing and
resettlement policy, in both informal settlements and resettlement sites;
ii.
Consultations and interviews with government agency representatives and
civil society stakeholders;
iii. Roundtable discussions with government and civil society stakeholders;
iv. Consideration of written submissions from interested government and civil
society stakeholders.
