Some families have had to abandon their houses during heavy rains due to the threats from flooding. Residents noted that they have access to educational facilities within Pinugay, which has a high school and elementary schools. Problems were identified with access to health services, with only a local health centre available in the community. Residents report having to leave the community to visit a doctor or to access emergency facilities. The nearest hospital is located in Padilla, Antipolo City, which is 15 kilometres away. Residents reported not being provided service at this hospital as they are not registered in Antipolo City. The nearest hospital in Rizal is located in Sumulong, which is approximately 25 kilometres away from Pinugay. Access to external medical facilities is only by private transport and is expensive. Residents reported serious difficulties during emergency situations, when drivers refuse to transport critical patients to hospital unless full payment is made up front, which is often not possible. Respondents expressed most concern about the absence of sufficient economic opportunities in Pinugay. Most households previously survived off fishing, which they no longer have access to at in the resettlement site, which is a largely mountainous area far from lakes and the sea.
