Resettlement Sites
Six resettlement sites were also visited as case studies for the review. All resettlement
sites were located outside the NCR, with a considerable variance in distance from the
city. The experiences of resettled communities also varied dramatically, with most
being dissatisfied with some aspect of their living conditions. Poor access to livelihood
opportunities remained the most common complaint of community members, with
those in more distant resettlement sites being affected the worst.

Barangay Pinugay is located in the municipality of Baras, Rizal Province, to the east of
Metro Manila and Antipolo City. Residents who were interviewed during the visit were
predominantly resettled after their dwellings were destroyed by Typhoon Ondoy in
2009. While Phase 1 comprises approximately 2,800 households, residents reported
that the entire Pinugay site has 11,000 households. Most of those interviewed
originally resided in fishing communities on the banks of Laguna de Bay in
Binangonan, Rizal, east of Metro Manila and to the south of Baras. Some residents
reported their homes being damaged or destroyed by the typhoon, while others were
renting properties at the time and wanted to access the NHA programme to have a
place of their own. Prior to being transferred, residents underwent a qualification
process with government authorities to determine whether they were eligible to access
the programme. At this stage, many residents reported having attended orientation
sessions and group consultations where much of the detail of the resettlement was
explained. Some residents also reported being able to visit the site prior to
resettlement to conduct an inspection of facilities. No residents reported being
transferred against their will.
