Leaders reported a general concern with gang membership, drug use and prostitution within the community among young people. ‘Shabu’ (methamphetamine) use is particularly prevalent among youth in the community who are unemployed, who can earn some income from selling to other users. When asked about their knowledge of the legal framework, particularly the protection framework established by the UDHA, leaders were not aware of any details. There was a general lack of confidence in the UDHA’s capacity to prevent demolition, with leaders preferring informal means to prevent evictions, such as protests and blockades.
