Our theory of change
The APF’s ‘theory of change’ informs our strategic direction. It asserts that:
Independent and effective NHRIs, acting individually and collectively to influence
laws, policies, practices and attitudes, will create an improved human rights
environment in the Asia Pacific to better protect, defend and uphold the rights of
the most vulnerable and marginalised.
Our vision and mission

The APF, as a network of national human rights institutions in the Asia and Pacific
region, provides advisory, networking and capacity-building services to our
members to support them in their efforts to promote and protect human rights and
to comply with international norms and standards.
