across as cross-cutting issues and therefore has been dealt in various chapters of this Annual
Report. In addition, the Commission ensured how best it can promote, through human
rights education and training, a culture of human rights in the country given the diverse and
pluralistic nature of India.
1.8 These matters are more fully commented upon in the sections of the report that
follow.
