33 commemoration of the collapse of the Islamic Caliphate. They dispersed the supporters of the party who were gathering in preparation for the festival and beat them. 6. Violation of the Right to Establish Associations The violation of the right to establish associations and interference in their affairs continued throughout the year. Also, some of the associations were attacked and shut down. ICHR documented the following violations in this regard: • On August 14, 2010, the Internal Security Agency shut down the Rafah‐based office of the Popular Committee for Refugees. • On April 12, 2010, the Ministry of Youth and Sport in the Gaza Strip took over Jabalia Services Club. • On April 28, 2010, the Department of Public Affairs of the Ministry of the Interior in the Gaza Strip shut down the Palestinian Youth Association for Leadership and Role Activation (PYALRA) and notified its officers of the necessity of obtaining a license for operating from the Ministry of the Interior in Gaza City. ICHR learnt that (PYALRA) has its headquarters in Ramallah and has been registered with the Ministry of the Interior for several years. • On November 30, 2010, the Internal Security Agency raided and searched Sharek Youth Forum in Gaza City. • On July 11, 2010, the Minister of the Interior of the Government in Gaza issued a decision banning all civil servants refusing to report to their offices from joining the General Assembly of Charitable Associations or becoming members of their boards of directors. In addition, if any board of directors chooses otherwise, it will not obtain the approval of the Ministry of the Interior. ICHR believes that this decision constitutes a contravention of Article 9 of the Amended Basic Law and the first Article of the charitable associations and civil society organizations law. The decision applies to the civil servants refusing to report to their offices of the PNA in the Gaza Strip, reflecting discrimination arising from the political divide between the two Palestinian Governments in the West Bank and the Gaza Strip.
