cum-reading room for patients; separate occupational therapy units for male and female patients; physiotherapy centre for physically and orthopaedically handicapped patients and for victims of rheumatoid arthritis; and yoga, pranayam, meditation and prayer for patients. The Ministry of Health and Family Welfare, Government of India had declared the Institute of Psychiatry, Kolkata as a Centre of Excellence and sanctioned a grant of Rs 30 crores with works component of Rs. 18 crores. The Institute of Psychiatry did not have the space necessary for putting in place a number of new structures under the Centre of Excellence. To deal with the problem of extremely limited space within the hospital premises, Principal Secretary, Deptt. of Health and Family Welfare had planned to go in for a 10 storey structure within the available space to meet all the functional requirements of the hospital. Suggestions · The Institute of Psychiatry, Kolkata should take an administrative decision to dismantle those structures which are giving way to decay and posing problems of safety and security and cellular (prison type) structures which suffer from deficiencies of space, poor lighting and ventilation and replace the old structures with by new commodious and adequately lighted and ventilated structures where the inmates and functionaries will feel completely comfortable. · The Institute of Psychiatry, Kolkata should plan its need based functional requirements on priority and to execute the plans within a definite timeframe, the Deptt. of Health and Family Welfare should be fully involved with the planning process and their concurrence obtained. The hospital management should also pay particular attention to create a disabled friendly environment within the new 10 storey structure. They should seek the help of a government architect and work out details for the same with him. 34 National Human Rights Commission
