Therefore, the Panel recommends that a special task force be set up to reopen and reinves�gate the case of Pastor Raymond Koh as an enforced disappearance case, instead of a missing person case. 192. To ensure a just disposal of the case and the carrying out of proper inves�ga�ons, the Panel proposes the following guidelines for the opera�on of the Special Task Force: 192.1. The Special Task Force should comprise of independent inves�gators to be appointed by the A�orney General. In the event there is any conflict of interest, they ought not to be appointed. In selec�ng members of the Special Task Force, the appoin�ng par�es shall have regard to, inter alia, the following: (c) Persons who have no current or past connec�ons with the criminal inves�ga�ons conducted into the disappearance of Pastor Raymond Koh; (d) Persons who have no current or past connec�ons with any current or past member of the STAFOC team and Special Branch, Bukit Aman, Kuala Lumpur. (e) Persons who have no current or past connec�ons with current or past members of the religious authori�es such as JAKIM & JAIS. 192.2. The Police shall forward all inves�ga�on papers and/or intelligence gathered so far in connec�on with the disappearance of Pastor Raymond Koh to the Special Task Force for its further ac�on; 192.3. The Special Task Force shall report to the family and SUHAKAM at regular intervals on the progress of its inves�ga�ons; 192.4.
