Independent Police Complaints and Misconduct Commission (“IPCMC”) 186. Counsel and observers for the family of Pastor Raymond Koh have submi�ed that it will be an integral part of the primary inves�ga�on into the disappearance of Pastor Raymond Koh to inves�gate the conduct of the Police's inves�ga�on to date. This is based on their belief that the ongoing inves�ga�on is a sham intended to cover the iden��es of the abductors and those behind them and that if the inves�ga�on itself is inves�gated those controlling the inves�ga�on will be exposed and through them, the iden��es of the abductors will be revealed. 187. This supports the call by the Bar Council to establish the IPCMC 63 so that allega�ons against the Police such as the above case are addressed adequately. 188. Many have called for the se�ng up the IPCMC as an independent oversight mechanism for the Police since the public has very li�le confidence in the Police to abide by the rules and regula�ons in safeguarding the interests of the public. Set Up of Special Task Force to Inves�gate the Disappearance of Pastor Raymond Koh 189. Following the Panel’s findings, it is up to the police to properly inves�gate and bring to book the culprit or culprits responsible. Every effort must be made to track down the abductors of Pastor Raymond Koh in a thorough police inves�ga�on. For starters, an experienced Inves�ga�ng Officer should be appointed to reinves�gate the case. 190. The family needs some closure and answers can only be provided by the State. It is believed that those who have been put in charge so far are withholding the answers to these ques�ons, or are refusing to undertake a diligent exercise to discover them, hence a new and separate task force needs to be set up to reinves�gate the disappearance of Pastor Raymond Koh. 63 Recommenda�on in Report of the Royal Commission to Enhance the Management and Opera�on of the Royal Malaysian Police (2005) 64
