Although a Special Task Force had been formed in Bukit Aman to coordinate the inves�ga�ons into the Missing Persons and the informa�on on the presence of the gold Toyota Vios in the days before the disappearance of Amri Che Mat, it is unfortunate that the Inves�ga�ng Officer, ASP Supari did not take any ac�on to inves�gate and locate the gold Toyota Vios bearing PFC 1623 and its registered owner. If the owner of the gold Toyota Vios could have been iden�fied earlier, the owner of the car could have been called to par�cipate in an Iden�fica�on Parade for Roeshan to iden�fy whether that person was at all present at the scene of the crime at the material �me. (v) Shortcomings of the Police Inves�ga�ons and Conduct Unbecoming of the Police Upon analysing the evidence of the witnesses and the submissions of Counsel on behalf of the family of Pastor Raymond Koh, Assis�ng Officers of SUHAKAM, Counsel of the Bar Council and the Officers Appearing for the Police, the Panel is of the view that there are indeed several shortcomings in the police inves�ga�ons into the disappearance of Pastor Raymond Koh as summarised below: Delay 53 152.1. In par�cular, the Panel noted that there was a significant delay in the manner the inves�ga�ons into the disappearance of Pastor Raymond Koh were carried out by the Police. 152.2. On 13 February 2017 at about 11:54 a.m., Roeshan had lodged a police report at the Kelana Jaya Police Sta�on about the incident he witnessed at Jalan SS4B/10, Kelana Jaya, Petaling Jaya. However, Roeshan only managed to meet Inspector Ali a�er wai�ng for approximately two (2) hours.53 152.3. It was only on 16 February 2017, three (3) days a�er the disappearance of Pastor Raymond Koh, that the Police had arranged for Roeshan to do a photofit to iden�fy the Indian man whom he saw at the scene of the Refer to page 35 Notes of Proceeding dated on 19 October 2017. 54
