45. Based upon Article 3, paragraph e, of the Royal Decree on the Establishment of
NIHR, the Institution, in addition to the power of receiving complaints, is granted the
authority to provide legal assistance and advice by informing the relevant parties of
the procedures of due process and helping them take these procedures, or providing
assistance to settle these complaints with the concerned authorities. NIHR provides
legal assistance and advice in case the issue does not fall within its legal competence,
for instance if the issue is pending before a judicial or administrative body, if there is
another body which has competence to consider the issue, or if the concerned parties
are required to take legal or administrative action prior to recourse to NIHR. In this
regard, NIHR received 48 requests for legal assistance and advice with issues ranging
from requests for civil compensation, intervention in disputes and conflicts between
