Moreover, the implementation of telemedicine technology also has a connection with
human rights in terms of the right to proper health. By being mediated by telemedicine,
people are still able to get health services without the risk of being exposed to the
virus.130 Similar to the implementation of adequate contact tracing which is related to the
community’s right to feel safe and secure in doing activities as mentioned in Article 30 of
the Human Rights Law. The examples above exhibit how the fulfillment of human rights is
closely linked to the use of technology and inclusive innovation.
The final section of Goal 9 outlines the relationship between technology and innovation
with micro, small and medium enterprises (MSMEs). It is essential to understand that
infrastructure and inclusive technological innovation may boost MSMEs’ growth, and on
the other hand, healthy MSMEs will improve industrialization and the economy. More than
that, the United Nations Department of Economic and Social Affairs (UNDESA) pointed out
that there is a role of MSMEs in the 17 SDGs.131
As previously known, Goal 9 also addresses the support for MSMEs, specifically in Target
9.3: “Increasing access of small scale industries and other businesses particularly in
developing countries, to funding services, including affordable credit combined with value
chains and markets.” When the COVID-19 pandemic occurred, the International Labor
Organization noted that 68% of companies experienced business disruption.132 It was three
times stronger for a small company with less than ten employees. Therefore, assistance for
small companies is highly anticipated. The government has distributed the aid to 9.1 million
small businesses.133
2.7. SDG 16: Promote Peaceful and Inclusive Societies for Sustainable Development,
Provide Access to Justice for All and Build Effective, Accountable and Inclusive Institutions
at All Levels
In order to create peace and to end violence, SDG 16 focuses on issues of justice, law,
corruption, transparency, and public participation, which are closely related to democratic
values.
In the context of COVID-19, there are many issues related to the Goal. Komnas HAM RI
noticed several of them. The first and the most fundamental, the government did not
determine the period of the emergency status that was defined through Presidential
