Correction Center, the National Human Rights Commission, JAMAKON made a visit to the facility. The Full Time Member of JAMAKON and Chairman of its Children Rights Committee, Kazi Reazul Hoque and the Secretary of JAMAKON M.A.Salam were in the team that made the investigative visit. The Full Time Member spoke to some of the juvenile offenders who had attempted suicide, to understand the scenario. He went to the rooms of other children who had no direct connection to the protestation event and spoke with them. The team also visited the safe home situated in the old building of this center. After analysis of news reports on this topic, center visit and after dialogue with the inmates- it was clear that the ill treatment, physical and mental abuse and insults on children by the management made them bring harm upon them to draw attention of the authorities. There could have been subsequent deaths from this protestation. Some recommendations made from this visit: • Segregate children according to age groups and crimes committed and observe the treatment on them. • Separating children on trial and convicted offenders and also manage education, entertainment, sports etc for them separately. • Assess the age for inmates who look visibly younger than 9 years old and arranging their speedy trial. • For enhancing the overall management there needs to be training for the officials to provide entertainment, counseling services and a childfriendly environment. • To arrange workshops, entertainment, counseling for development of juvenile offenders and to provide adequate nutrition for their physical 22 development. • Establish Children Centers in divisional levels, even in a small capacity. • Demand for apt punishment for the offending officials of the 11th February event. Visiting Rajshahi Safe Home JAMAKON visited Safe Home at Rajshahi on 23 June 2014 to monitor the overall human rights situation there. Professor Dr. Mizanur Rahman, Chairman, JAMAKON led the team. The team members talked to the inmates and officials of the safe home to know their problems. Furthermore, the team carefully reviewed the profiles of the inmates, records and documents to prepare a report and recommendations for better protection of human rights of the inmates. The Major Findings and JAMAKON’s Recommendations: • The capacity of the safe home is 50. However it is currently accommodating 132 inmates; • A number of inmates are not being produced before the court on due dates for a time. JAMAKON recommended that necessary steps should be taken against persons failing to produce the inmates before the court on due date; • The children, adolescents, aged persons, physically and mentally challenged children are living without distinction. JAMAKON recommended for providing separate cells for different age groups taking into consideration the types of mental and physical challenges of the concerned inmates; • The security measures of the safe home were found very poor. JAMAKON recommended that necessary steps be taken to ensure safety and security of the home;
