How does it ensure that such program exists and how can they receive special health services without a free health security program? 2. With regard to the government's health insurance scheme, how can the government ensure that the scheme is fully free-of-charge and that it does not add more financial burden to the people and persons with disabilities? 3. Does the health insurance scheme accommodate the needs of persons with disabilities? 4. Has the government developed guidelines and standards for the implementation of health services for persons with disabilities? Article 26 Habilitation and Rehabilitation 49. Responding to Paragraphs 160 to 166 of the Government Report, the habilitation and rehabilitation programs have been carried out by the government as a misguided concept. Persons with disabilities are still considered as part of social problems requiring rehabilitation when, in actuality, they are not people with social problems. The said rehabilitation programs carried out by the government are still limited only to skills training. Furthermore, the vocational disability training centres are only accessible to people with certain types of disabilities and within certain age restrictions. The training programs have not been designed with due consideration of the skills and interests of different individuals. 50. The Law on Persons with Disabilities regulates the implementation of habilitation and rehabilitation, but to date the law has not been implemented due to the lack of technical implementing regulation, which is yet to be formulated. List of Issues: 1. Does the government have a technical implementing regulation in place for the Law on Persons with Disabilities concerning habilitation and rehabilitation that serves as a standard for the implementation and monitoring mechanism? 24
