22. The Government has also drawn up the 2015 - 2019 National Action Plan for Human
Rights and the Master Plan for the Development of Disability Services9 in the effort of
raising awareness among government officials and the wider community. However, the
implementation is not yet optimal since there is no comprehensive promulgation on the
existing and prevailing legislations, added with the lack of guidelines for the
implementation of these awareness-raising programs, especially at the regional level.

Please explain the central and regional government budget postures that include
aspects of dissemination and capacity building programs for government and law
enforcement officials focusing on the protection and fulfilment of the rights of
persons with disabilities?
2.
What can the Indonesian government do to promote better understanding and
knowledge on disability among state officials at both the national and regional levels,
especially those who deal with planning and budgeting (the Regional Development
Planning Agency/BAPPEDA)?
3.
Is there a special policy issued by the government that serves as an executive order to
require all government officials and state institutions to play an active role in
reducing discrimination against persons with disabilities and promoting respect for
disability?
4.
Is there a government program that is designed to continuously raise public
awareness about disability in all aspects of life and at all levels? And what kind of
guarantee is provided to make such program compulsory and implemented by all
government agencies, both national and regional.
