The Government has also drawn up the 2015 - 2019 National Action Plan for Human Rights and the Master Plan for the Development of Disability Services9 in the effort of raising awareness among government officials and the wider community. However, the implementation is not yet optimal since there is no comprehensive promulgation on the existing and prevailing legislations, added with the lack of guidelines for the implementation of these awareness-raising programs, especially at the regional level.
