Annual Report 2016 Vigilance: NHRC performs the watchdog duty of human rights situation in the country; it watches, studies, monitors and analyzes prevailing human rights situation. Protest: NHRC raises protest against all sorts of human rights violations; against enforced disappearance, harassment, illegal arrest by police, persecution in custody etc; if situation demands NHRC takes up cases on suo moto and refers those to the courts of law. Sometimes NHRC becomes party to the case along with the victims and if necessary files writs to the High Court with a view to establishing justice for the victims, especially from the poor and marginalized communities. Inquiry: It arranges inquiry and investigation against Human Rights violation. Inspection: NHRC inspects jails, custodies, safe homes, children’s homes, hospitals, educational institutions etc to assess the overall living condition and Human Rights situation prevailing there. Reporting: NHRC sends report to Govt. with recommendations for taking remedial steps of human rights violation incidences; it also makes recommendations to Government for the effective implementation of the measures provided by the constitution or the laws of the land. Advocacy: NHRC advocates for redressing the wrong & doing the justice and necessary rehabilitations to the victims of rights. 2 Counseling: NHRC extends social service and counseling for victims of human rights violations. Complaint handling: NHRC receives applications on complaints of human rights violations and deals with those until disposed of; to handle the complaints NHRC has set up two Benches, The Full Bench being chaired by the Chairman of NHRC to dispose of the sensational and more complicated cases and the other Bench being chaired by the Full-Time Member to deal with the comparatively easier cases. Every Monday and Wednesday is fixed for hearing cases. To extend the service to the doorsteps of people NHRC is going to expand its regional offices in 8 administrative Divisions of the country by 2018. As part of the process already 2 regional offices, one in Rangamati and the other in Khulna have been established in October 2016. Moreover, a project of establishing an Online Complaints Management System and a full-fledged Video Conferencing System is designed for connecting human rights victims at grass-root level. Publicity and Press coverage: NHRC deals regularly with print and electronic media and press for dissemination of information regarding Human Rights. NHRC regularly prepares video documentaries and advertisement which are shown in electronic media, published in print media and are available in NHRC’s own YouTube Channel.
