Annual Report 2016 initiatives still poor people particularly poor, women, children, persons with disability, psychosocial, transgender etc are generally deprived of proper treatment. And in many cases, they are being harassed to have their medical services in public hospitals. In addition to that, there are low quality and fake medicines in market which hampers public health. In 2016, the NHRC noticed that HCD directed a ban on 20 companies that produced low quality drugs and 14 companies that produced low quality anti-biotic. On 15 June, Appellate Division upheld the decision of HCD. 14 On the other hand, lack of quality education, lack of skilled teachers and shortage of educational institutions are undermining the right to education. Leakage of question paper of a number of examinations has been a matter of concern in 2016. Question paper leakage of Medical College admission test,16 D unit of the University of Dhaka.17 may be specially mentioned here. NHRC calls upon the state to prevent question paper leakage immediately and to stop coaching business. NHRC urges that vulnerable groups should be ensured medical services by the goverment. More hospitals, health care centers, diagnostic centers etc should be established by the government. More doctors and medical staffs should be recruited and trained as well. Facilities for the doctors and medical staffs should also be increased. Right to Education NHRC welcomes the government for the timely distribution of textbook among all school-students throughout the country. NHRC also appreciates the issuance of the circular regarding prohibition of carrying heavy bags by the school going children. Allegation of charging extra money against the authority of some educational institutions was one of the concerns this year. 15 Meanwhile, a writ was filed against an educational institution.
