Human rights education All NHRIs have functions relating to human rights education. This function falls within the NHRI’s responsibility for the promotion of human rights. Human rights education can be general, dealing with international and domestic human rights law and international and domestic mechanisms for the promotion and protection of human rights. Human rights education can also be specific, dealing with specific situations of human rights violation. An NHRI can undertake human rights education in relation to extra-territorial human rights situations, for example, through statements, publications and seminars.70 Example of human rights education on an extra-territorial human rights situation Philippines Commission on Human Rights The Commission on Human Rights of the Philippines has followed and spoken on the human rights situation in Myanmar since the Myanmar military launched a coup attempt on 1 February 2021. The CHRP issued a statement on the situation on 1 April 2021, describing the situation and the human rights violations and expressing its alarm at the military’s “blatant killings, violent dispersals, and other gross human rights violations”. The CHRP called on the Myanmar National Human Rights Commission “to do something about the human rights violations being committed against their people”.71 The CHRP has continued to follow the situation in Myanmar since then. On 21 February 2025 it conducted a forum, in conjunction with Philippines non-government organisations, on the human rights and humanitarian situation in Myanmar, to “promote greater understanding” and to “propose possible regional and cross-regional measures of cooperation” on humanitarian aid and accountability.72 Oman Human Rights Commission Gaza and crimes against humanity The Oman Human Rights Commission issued a statement on 10 December 2023 stating that what is happening in Gaza is a crime against humanity. The statement said that “… celebrating the 75th anniversary of International Human Rights Day comes in the shadow of what is happening in the Palestinian Territories, particularly in Gaza which is considered a crime against humanity and a gross violation of international humanitarian norms stipulated by the United Nations, since the killing, displacement and deportation of civilians, including children, the elderly, women and men, and bombing of hospitals and schools, is not accepted by any custom or supported by any law. It is a clear violation of the principles of human rights that must be respected in peace and war.” 73 70.
