After Typhoon Morakot hit Taiwan in 2009, the government passed the Permanent Housing Policy for the Relocation of Indigenous Communities after the Typhoon Morakot Disaster , which aimed to preserve the integrity, culture, and way of life of Indigenous societies while avoiding the fragmentation or separation of tribes.120 An investigation conducted by the Control Yuan in 2022 concluded that the Permanent Housing Policy violated the spirit of Article 10 of the UN Declaration on the Rights of Indigenous Peoples and Article 23 of the Indigenous Peoples Basic Law . Issues arose because the Policy met neither the needs of the indigenous communities’ original way of life nor the objectives of village reconstruction.
