Key Issues and Recommendations The following issues and recommendations were raised during the question and answer session:Admission to Old Folks Home (Rumah Warga Tua) and setting up of Senior Citizen Activity Center 32. In response to a question posed by a participant in relation to the admission to (Rumah Warga Tua), En. Jais Bin Asri informed that the Government’s old folks home (Rumah Warga Tua) accepts only Malaysian incapacitated older persons with the requirement that he/she should undergo health screening in hospital. Priority for admission is given to abandoned older persons or those who have no family. As for those who still have families, the Department encourages their respective families to take care of them. However, the institution also accepts older persons who are being sidelined by their family members due to internal conflict but it would be based on a case-by-case basis. 33. Regarding the closing of the Beaufort Old Folks Home, Puan Natalie Gaban, Penolong Pengarah Kanan, Sabah Social Welfare Department informed that there will be a senior citizen activity centre (Pusat Aktiviti Warga Emas) in Beaufort to substitute the home to enable older persons to socialise there. The policy of the Government is to encourage the family members to take care of their parents instead of shifting the responsibility to the Government. It was further highlighted that due to constraint in resources, it is not possible for the Government to build old folks homes and/or senior citizen activity centres in each district in Sabah. Senior Citizen Aid and monetary contribution 34. On the issue of the termination of financial aid to some of the senior citizen, En. Jais Bin Asri responded that it could be due to several reasons. One of the requirements for the older person to continue receiving the RM300 financial aid is to report to the Sabah Social Welfare Department every 3 months, which some of the recipients failed to comply with. This mechanism is to ensure that the payment is not made to any deceased person and also to prevent any fraudulent claim. This aid is only for Malaysian. 80 REPORT ON CARE SERVICES FOR OLDER PERSONS AND SUPPORT FOR CAREGIVERS
