33. Therefore, she recommended the following:The need for regulatory reform - the new aged care law should
integrate all the different aspects of law for continuum of care.
Family and Community care services are the more viable
option for long term aged care - Government funding should be
directed strengthening support for family carers and widening
care options in the community to preserve the values of caring
communities.
Ethics and the rights to care - older persons should be able
live with dignity (consent, advanced directives) and each party
involved in the care delivery should be clear of their roles and
responsibilities.

Ms. Ranuga briefed the participants on the following:34. Article 8 of the Federal Constitution provides that all persons are equal
before the law and are entitled to the equal protection of the law and
the following are the laws related to older persons in Malaysia:

Tabung Angkatan Tentera Act 1973 (Armed Force Fund Board)

35. Other than that, there are national policies such as National
Policy and Plan of Action for Older Persons, National Health Policy for
Older Persons to extend healthy life expectancy, productivity and good
quality of health. There is also National Policy for Housing and
allocation for older person in 2013 national budget.
