44 NATIONAL HUMAN RIGHTS COMMISSION The Ministry of Home Affairs should in consultation with the Ministry of External Affairs prepare and prescribe a proper and early acting mechanism between the countries for repatriation of victims from within the country to the home countries and from other countries back to India to ensure their safe return and reintegration.
