REPORT BY THE SUB-COMMITTEE ON UNCRC United Nations Convention on the Rights of the Child(UNCRC) 25 Provisions in the Constitution of India and Domestic Legislation/Policy Measures in Consonance with UNCRC Gaps between UNCRC & Indian Laws (G) and Recommendations(R) R16: Ministry of Labour and Employment should review and update data collection mechanisms on child labour (sector/industry wise) to enable better planning and targeting of initiatives for protection of children. G17: As per Census 2011, the number of working children in the age group of 5-14 years is 43.53 lakh. R17: To ensure the protection under Art 21 A and Art 23 of the COI available to the children below the age of 14 years, monitoring mechanism in Child and adolescent labour (Prohibition and Regulation) Act 2016 should be developed at the State level by making necessary provision in the Rules/Regulation
