Executive Summary This research report is a participatory action research (PAR) project to find solutions of human right abuses in the region entitled “The Movement for Local Fisheries’ Community Rights in Pattani Bay” which was aimed to present paths to access community rights of local fisherman in Pattani bay by teaching issues and situations of community rights for marine resources management and accessibility for occupation, movement assemblage of accessing community rights, as well as providing concrete policy suggestions. This participatory action research (PAR) and qualitative research collected data with multiple methods, and parties using knowledge sharing, workshop, subgroup interview, and observation. The data of the study, then, were analyzed, synthesized, and concluded. The samples were included 75 local fisherman, represents of occupational group, related government agencies, The result revealed that a different group in Pattani bay comprehended and defined “Community rights” differently. That is, It can be seen that the local fisherman sees the community rights as a holistic, while the government agencies see as atomistic upon law and law enforcement, or policies, or administrative organization of the state, This may result of 7 policy recommendations accessing community rights in Pattani bay, which are 1) space allocation for sustainable conservation and implementation, 2) promotion of learning legal and community rights to all sectors, 3) cooperation of local community and government officers monitoring Fisheries Law violation or bay encroachment, 4) enforcement latest Fisheries Act, 5) reinforcement of the justice in judicial administration related to dispute case offenders between local fisherman and entrepreneurs, 6) occupational promotion to people and 7) the survey of needs and effects in a long-term prior implementation.
