children's participation and viewpoints; at the same time, the Government should develop talents for children's program production and broadcasting so as to enhance the accessibility to such programs. （3） The NHRC believes that the lack of children's playground facilities, children's programs and overall leisure activities, coupled with long school hours, have seriously infringed on children's right to rest, leisure, and cultural activities. The Government should actively address the issue of long school hours, increase leisure activities for children, and provide space for children's sports, leisure, and cultural exchanges in the community to protect their rights to development. 59
