iv) Ensure Availability of Public Information The Commission recommends that once the proposed redelineation by EC is displayed, the public especially the affected electors should be provided with all the relevant information including detailed maps, the purposes of such redelineation and the full electoral roll. This information is very crucial in order for the affected electors to analyse and make any representation objecting to the proposed redelineation as provided under Section 5 of the 13th Schedule.16 THE WAY FORWARD The Policy Division will continue to monitor the government’s actions with regard to the Commission’s recommendations and identify areas for further advocacy. In relation to this, the Policy Division will work closely with all the relevant stakeholders including business entities, CSOs and the media to promote and protect human rights in the country. Although some of the Commission’s recommendations, particularly the Policy Division, are yet to be implemented due to various reasons, the Policy Division will continue to peruse the matter for the betterment of the peoples and the affected communities. 16 Where, on the publication of the notice under section 4 of a proposed recommendation of the Election Commission for the alteration of any constituencies, the Commission receive any representation objecting to the proposed recommendation from— (a) the State Government or any local authority whose area is wholly or partly comprised in the constituencies affected by the recommendation; or (b) a body of one hundred or more persons whose names are shown on the current electoral rolls of the constituencies in question, the Commission shall cause a local enquiry to be held in respect of those constituencies. S U H A K A M A N N U A L R EPOR T 2017 49 1 iii) Enhance the procedure of the local inquiry to ensure better transparency The Commission recommends that when an objection is rejected, EC should provide information on the number of objections that were rejected and the reasons as well justification of such rejections. The local inquiry should be open to the public as it will boost public confidence and ensure transparency in the process. In addition, spokespersons at the inquiry should have access to a lawyer of their choice. C H A P T E R recommends that the public especially the affected electors should be properly informed and consulted by EC.
