The information in the report would be vital to Parliament when considering the relevance and renewal of the 28-day detention period under SOSMA in the future. This would also assist Parliament in ensuring that SOSMA is effective and consistent with fundamental legal principles and human rights obligations. B. Select Committee on Human Rights The Commission also recommends that a Select Committee on Human Rights be set up with the Committee having the function of reviewing the contents of the said report prior to its submission to Parliament. In relation to this, the Commission welcomes the agreement of Cabinet to the suggestion of the Inter-Parliamentary Union (IPC) chaired by YB Dato’ Seri Mohamed Nazri Abdul Aziz for a Parliamentary Caucus on Human Rights to be established. The caucus will be comprised of members of Parliament from both the ruling government and opposition parties and will act as the liaison between the Commission and other government agencies to discuss issues related to human rights in Malaysia. The Commission recommends that the said caucus also discuss and review the implementation of security laws such as SOSMA to ensure that the usage of those laws is in line with human rights principles, proportionate and reasonable. 5. CYBERBULLYING AND HUMAN RIGHTS In 2017, the Commission embarked on the new issue of cyberbullying and human rights. The Commission believes that everyone has the right to be respected, safe and free from violence, harassment and bullying. A life free from violence and cruelty, and degrading and inhuman treatment is a fundamental human right that should be enjoyed by everyone regardless of age and creed. As technologies advance, the method of bullying has also evolved and has taken form in the cyber world. Cyberbullying can be detrimental to a person’s mental and physical health. Victims can experience significant social isolation and feel unsafe. It can lead to emotional and physical harm, loss of self-esteem, feelings of shame and anxiety, concentration and learning difficulties and worse, suicide. 22 S UH A KA M A N N UA L R E P O R T 2 0 1 7
