REPORT OF THE COMPLAINTS AND
INQUIRIES WORKING GROUP
The Human Rights Commission of Malaysia Act 1999 stipulates that one of the main functions
of the Commission is to inquire into complaints regarding the infringement of human rights. The
Commission’s powers and functions under Section 4 to inquire into such allegations are carried out
by the Complaints and Inquiries Working Group (CIWG).
1. RESOLUTION OF COMPLAINTS
The Commission received 1,005 complaints (Figure 1) at its Kuala Lumpur, Kota Kinabalu and Kuching
offices during the year, of which 42 were in the form of memoranda.

The Commission found that 437 complaints fell outside of its jurisdiction. These included:
•
Administrative issues which should be addressed by the relevant agencies without delay;
•
Complaints which were criminal in nature requiring criminal investigation and which were
therefore referred to the police or other investigation agencies;
