69. Provide information for the evaluation of lifelong education for persons with disability,
such as a list of institutions with lifelong education program and their curriculum, the number
of students participated in programs, the effects of lifelong education, and other relevant data.
Article 25- Health
Current status
70. The Act on Guarantee of Right to Health and Access to Medical Services for Persons
with Disabilities was enacted on 29 December 2015 and entered into effect on 30 December
2017. According to the survey results regarding the status of convenience facilities in 2013,
one-third of medical facilities were determined to have low accessibility. The legitimate
installation rate (the percentage of facilities that are in compliance with legal installation
standards) of clinic, dental clinic and Korean medicine clinic was 60.5 percent, while the rate
of general hospital, hospital, dental hospital, Korean medicine hospital, psychiatric hospital
and convalescent hospital was 66.1 percent.
71. According to the study result presented by the National Rehabilitation Center at the 2017
Disability and Health Statistics Conference, the average length of hospital stays, the average
out-patient visits and the average fee for medical consultation of persons with disabilities were
higher than the population’s annual average by 3.1 times, 1.9 times and 3.3 times, respectively.
72. According to the result of study conducted by the Finance Services Commission in
2017, 7 out of 10 persons with disabilities experienced discrimination when they applied for
insurance subscription. Their experience ranged from an outright rejection of application for
insurance subscription to a denial of sufficient notice and explanation on the insurance plan
they are subscribing to.
