List of possible inquiries for consideration 45. The Act on the Improvement of Mental Health and the Support for Welfare Services for Mental Patients came into force on 30 May 2017. Provide the statistical data on the involuntary and voluntary admission rates with comparison to prior and after the legislation’s commencement, and information on the improvement of treatment for persons with mental disabilities. The number of disability discrimination complaints regarding mental health care facilities submitted to the Commission over the last 4 years were 414 (2014), 390 (2015), 374 (2016), and 378 (2017). The Ministry of Health and Welfare is planning to launch “human rights protection task force” in 2018 to monitor appropriate treatment and prevent human rights violation situations in psychiatric medical institutions. Provide detailed information on measures the government has taken to prevent abuse of supportive means to treat or protect persons with mental disabilities, such as inappropriate use of confinement and restraints. 14
