Empowering National Human Rights Institutions to Advance
Rights-Based Climate Action
43
NHRI utilises a coordinated approach in monitoring and
advising on CCMA, particularly concerning human mobility
Effectiveness of NHRI's collaboration with the
government and other national institutions on CCMA
initiatives

with the government
While two NHRIs (India, Bangladesh) reported that they fully coordinate with relevant
stakeholders in monitoring and advising in CCMA related work, two others indicated that
they do partially coordinate (Nepal, Pakistan) (Figure 19). When asked about the effectiveness
in collaborating with the government and other national institutions in relation to CCMA
initiatives, half of the NHRIs (Bangladesh, India, Pakistan) indicated that their engagement is
very effective, while one NHRI (Nepal) indicated moderate effectiveness and the remaining
two NHRIs (Maldives, Sri Lanka) as ineffective (Figure 20).
How NHRI fulfill its 'bridging' role to support the
exchange of information between policymakers, civil
society, and stakeholders, particularly those most
affected by climate change
Extent of engagement in national, regional,
and international processes to promote human
rights-based action on climate change, including
through NDCs
