Despite being a relatively new institution, the NCHR has played an important role in highlighting human rights issues in Pakistan.77 NCHR Pakistan is currently accredited as an “A” status NHRI by GANHRI.78 In the area of climate change and human rights, NCHR monitors human rights situations related to climate change, investigates citizen complaints, and advises the government on policy updates, although no specific CCMA related programme is incorporated into its plans. As of the current practice, NCHR faces challenges in making effective recommendations due to lack of technical expertise and resources in the area of climate change and mitigation related activities. The NCHR plays a central role in promoting and protecting human rights through its advocacy programmes. The commission aims to ensure that government policies are human rights-friendly and non-discriminatory. In recent years, large-scale climate-related disasters in Pakistan, like the 2022 floods, have overwhelmed the country’s disaster management system. The government’s response at both provincial and federal levels is often slow, though they generally respond to NCHR recommendations eventually. The NCHR acts as a bridge between CSOs and the government, facilitating communication and support during such crises. NCHR receives complaints from individuals unable to access government assistance during the times of disasters, especially in remote and inaccessible areas. NCHR acknowledges that marginalised groups, especially women and children, are most affected by climate change. The NCHR emphasises the need for financial support and microfinancing initiatives to aid recovery for the vulnerable communities affected by climate-related disasters. The NCHR collaborates with CSOs, HRDs, and international partners, including in the area of climate change mitigation related monitoring and reporting. At the same time, NCHR also seeks to strengthen these partnerships to address climate change impacts more effectively. The NCHR acknowledges its need for enhanced expertise, resources, and logistics.
