Needs Assessment and Gap Analysis of the National Human Rights Institutions in South Asia 18 3.2. Development of Data Collection Tools The Needs Assessment and Gap Analysis adopts a methodology of systematically identifying and evaluating the present practices of six NHRIs in South Asia region in relation to their engagement with monitoring and advocacy in the area of CCMA. As such, the process involved collecting quantitative and qualitative data from NHRIs through a survey and online interviews. In addition to the primary data, desk-based document review was also used to capture the NHRIs practice in the domain, especially, to discern the existing capabilities, resources, and challenges of the targeted NHRIs within their respective country contexts. The survey questionnaire was designed to capture specific details of NHRI activities (current and past) in relation to CCMA, along with other relevant details with regard to the internal monitoring arrangements, capacity issues and challenges. The questionnaire included 37 questions (28 Likert scale and nine open questions) under seven sections, as below: i. ii. iii. iv. Human Rights and Gender Considerations Coordinated Approaches and Collaboration Capacity and Resource Gaps and Future Needs A semi-structured interview guide was also developed to collect additional and in-depth qualitative data through targeted questions to capture insights in relation to NHRI practice in the area of CCMA. The interview questions were also based on the seven broad areas. Both the questionnaire and the interview guides were designed with adequate attention to include gender-dimensions (especially through the application of the FIRE), and aligned with the principles of inclusion and participation.
