Assessment and Gap Analysis The methodology for the Needs Assessment and Gap Analysis is designed to identify challenges faced by NHRIs in South Asia related to their monitoring and advisory roles in CCMA initiatives, with a specific focus on human mobility issues. The assessment integrates human rights and gender considerations using RWI’s FIRE tool to ensure that gender equality is addressed in the resulting resources and programmes. 3.1. Analytical Framework and Techniques In developing the data tools and data analysis of the Needs Assessment and Gap Analysis, two broad frameworks were used: first, the GANHRI’s Practical Guidance for NHRIs on Addressing Human Rights and Climate Change, to understand the NHRI roles and functions in relation to CCMA related activities; and second, the six dimensions of the FIRE to analyse the human rights and gender equality. The following nine elements of the NHRI commitments in relation to CCMA, based on GANHRI’s guidance for NHRIs in relation to CCMA initiatives are thus considered for the purpose of this document:62 62 i. ii. iii. iv. v.
