forums. Since the state has limited budget, adding penitentiaries will not solve the
problem because it will not be able to compete with fast coming inmates and it is not
the core of the problem.
Further, stakeholders of the system must exercise their authority with optimum
effect, at least demonstrated in temporary measures such as the application of
conditional release and not overly eager to detain a suspect or defendant in trials. At
the same time, concluding legislation program such as enactment of new penal code
and procedural law as well as the law of correctional institution without the spirit of
imprisonment but to reach to recovery and restorative justice is important.

Mr. Delfio Soares Alves, Head of Training Department, National Directorate, Prison
Service and Social Reintegration, Judicial Office, Timor Leste highlighted the
administrative structure of the Timor Leste prison. Timor Leste consists of three (3)
prisons, where all three prisons are administratively under the National Directorate
of Prison Service and Social Reintegration (NDPSSR/DNSPRS). At the national level of
the Ministry of Justice, DNSPRS itself has five (5) departments, namely departments
in the fields of training, social rehabilitation, administration, human resources and
logistics, audits and prison information systems. The three prisons in Timor Leste
each have one (1) department in the field of health and operational management,
four (4) sections in logistics, penal execution, financial administration, and
operations. The total number of prisoners in prisons in Timor Leste are 729 prisoners.
The total number of prison guards in Timor Leste are 209, consisting of 26 female
guards and 183 male guards.
Rehabilitation of prisoners is the ability to organize or create an activity and program
with the aim of preparing recluse' mental, character, health, and positive
experiences so that they are ready to return to their families or communities when
they are released. In Portuguese language, namely " Reinserção Social". The purpose
of the rehabilitation system is to assist and prepare the recluse when they return to
their families and re-enter society, to prevent and combat problems or crime. It is
also to teach them how to protect and take care of themselves.
Among the activities and programs that have been used include, sports (Basketball,
Volleyball, Futsal, Ping pong); Spirituality and Physical and mental health checks;
training such as carpentery, foreign language courses (English and Portuguese),
tailoring and sewing, handicrafts (making flowers pots, dining tables, chairs, doors,
windows) and others. In the prisons in Timor Leste, there are a total of five (5)
trainers, in their respective fields who were selected through a selection test. Any
courses related to these activities and programs, are done in cooperation with local
partners and international non-govermental organisations, with the same goal of
preparing prisoners for when they are released. This is categorized as "Prison Service
Patners Suport" (Rede Apoiu Servisu Prizional).
Observations of recluse are carried out by the person in charge of the block, the
