registration of union parishad? If yes in
what basis he is shown dead?
On 10 November 2021 media reported
that a Staff takes away oxygen mask
for getting low tips, teenage boy was
dead. According to the media report, a
complaint has been raised against a
staff of shahid Ziaur Rahman Medical
College Hospital that he took oxyzen
mask away from a teenage patient due
to not getting tips according to his
demand.Victims name was Bikash
Clandra Karmaker (15). To verify the
complaint hospital authority formed 4
member investigation team. Alleged
Asaduzzaman was part time staff of the
hospital and he has been fugitive since
the incidence.
(d)In what basis, disabled Biplob is
shown dead during updating voter list?
NHRC instructed UNO Doulotpur,
Kushtia to submit report after
investigation and verification of the
documents. In the report, it was
mentioned that Biplob was shown dead
by mistake and it was corrected on
18/08/2021.
During form fill up information
collector and supervisor filled the form
of late Khademul Islam Biplob’s
father. In the form the name of
Khadimul Islam was correct but his son
Biplob’s NID number was written in
his father’s form by mistake. As a
result Biplob was shown dead.
Victim Biplob’s NID and disability
certificates were similar and disability
type was right. He used to take
disability allowance till September,
2020. Since October 2020 when
allowance giving started through
mobile banking, Biplob was shown
dead in MIS software of Election
Commission. For this reason, it was not
possible to provide him with
allowance. However, at present, he has
taken corrected NID and he is enlisted
in the regular list of allowance
enjoyers.
It is known from telephone
conversation with Bipolob that he has
got allowance card as a result of
NHRC’s intervention.
NHRC chairman discussed the matter
in Full Bench on 11 November 2021.
The bench condemned the case and
termed it “a murder” and also
demanded exemplary punishment. The
Full Bench decided to send following
guideline to the government in
accordance with article 12(1) of NHRC
Act 2009.
(1) Immediately ban the tips
culture in all the public/private
hospitals through spreading
notice/circular.
(2) Publicize that taking tips is
punishable offence.
(3) Monitoring
the
service
providing area of patient
through CCTV camera.
NHRC sent these recommendations to
Cabinet Division and urged for their
implementation. Later on, Director of
concerned Medical College and
Officer - in-charge of concerned police
