Conduct Authority (IPCA), was available22. The Commission therefore chose not to investigate the
complaints but rather analyse the human rights considerations that arose in the exercise.
On 19 December 2013 the Commission released its analysis of the human rights issues involved in
Operation 8. The report concludes that no comprehensive assessment of the impact on innocent
people was carried out; and insufficient support was provided to innocent people. It’s very clear more
should have been done in the immediate aftermath to support these people. The Commission makes
five recommendations to help ensure negative impacts are minimised in the future.23
