NHRC Recommendations︱ ❸ Popularize human rights education and cultivate sensitivity to human trafficking Promoting greater victim awareness among all NGOs, corporate sectors, professional associations, and even fishermen themselves is recommended. Human rights education and exchanges can be used to introduce the 11 indicators of forced labor and cultivate sensitivity to human trafficking to create a common language for the protection of human rights. ❹ Institutionalization of supply chain responsibility Western countries are increasingly institutionalizing supply chain responsibility through legislation and banning the products of forced labor from their markets. Orders from consumption nations are being used to exert pressure on large enterprises to take responsibility for assessing the forced labor risks in the products or merchandise supplied by their supply chains. Preventive and remedial actions must also be taken. Businesses have no choice but to be proactive in dealing with forced labor issues in their product supply chains. Taiwan is no longer on the periphery of the global supply chain but is in fact a major trading nation. The Executive Yuan should therefore think actively about the institutionalization of corporate responsibilities such as “transparent supply chain” and “duty of due diligence.” Such initiatives will contribute to harmonization with international standards and provide businesses with a yardstick to follow. 101
