The FA should therefore strengthen its management of brokers for overseas employment of fishermen using the domestic broker regulations as a starting point. We look forward to seeing the two ministries working closely together to realize the effective supervision of brokers through better management and evaluation. As for foreign brokers, even though they fall under the jurisdiction of the fishermen’s source countries, the FA has indicated foreign brokers will be reined in indirectly through regulation of domestic brokers. There must be fisheries cooperation between Taiwan and the source country, and the foreign broker must be fully-licensed in its home country. Domestic brokers will not be allowed to collaborate with them otherwise. We recommend that the requirements be tightened even further. If a foreign broker or its employees had been disciplined on employment services in the source country of the fishermen then fishing vessels or brokers with Taiwanese investment in their operations are barred from recruiting fishermen through these illegal foreign brokers. 095
